A draft revision of the SDR (including the Student Conduct Code) is available for review by the Government of the Student Body. Highlighting within the draft indicates the notable changes being proposed in order to 1) bring the SDR into agreement with the new policy on Sexual Misconduct, Sexual Assault, and Sexual Harassment Involving Students; 2) format the SDR for inclusion in the university’s online Policy Library; 3) better enumerate and order sections for clarity and easy reference; 4) update outdated references; and 5) clarify wording. This new policy will outline university parameters for funding communication technology devices and services, such as cellular voice/text messaging services and/or cellular ISP data service associated with devices such as smart phones, PDAs and cell modems/port devices. This policy interprets for ISU the Iowa Smokefree Air Act and Iowa Department of Public Health regulations that relate to the campus community. The policy applies to all university employees, students and visitors; and all university owned, leased or operated vehicles, buildings, property and grounds.

The purpose of this policy is to endorse a system of performance management for P&S employees that supports and advances ISU's mission in a manner consistent with the strategic plan. The P&S Summary Dismissal policy allows a supervisor to engage and implement involuntary termination proceedings when appropriate, while also assuring due process for the employee. The new Contracting Authority policy clarifies that only those employees to whom authority has been delegated may enter into contracts or agreements on behalf of the university. The Contracting Authority policy, which applies to all contracts other than employment agreements, seeks not to change the existing practices for signing contracts, but to properly document them.
Iowa State University is subject to Iowa’s new law, the Smokefree Air Act, effective July 1, 2008. This law supersedes the university’s former Smoking Restrictions policy. A new Smoke-Free Campus policy is being developed.
The proposed policy and procedures on Employment Verification and Background Checks are available for public review and comment. In 2007, a university task force reviewed current practices at ISU and other colleges and universities. The result was a recommendation that ISU's decentralized practices regarding reference checks, credentials verification, and criminal background checks be standardized under a university-wide policy. A committee began work on a policy in January 2008 and has shared the policy with a variety of campus groups, including representatives of Faculty Senate, P&S Council, S&C Council and AFSCME. The committee now seeks input from the entire campus community. Submit comments through September 30, 2008.

The new Student Organization Travel policy establishes the relationship between student organizations and the university for the purpose of reducing risks and providing protection for all student organization travel, especially travel using large passenger vans and vehicles towing trailers. Interim Delegation of Authority (Non-Employment)

Smoking Restrictions

The Smoking Restrictions policy, a revision of the former Smoking policy, after extensive discussion and review, is effective January 12, 2007. Responsibility for compliance with the policy begins on the effective date. Several months will be required to reposition smoking receptacles, as needed, to be consistent with this policy. Smokers are responsible for proper disposal of smoking materials. (Ashtrays that have not yet been moved away from non-smoking areas may still be used for disposal.) In the meantime, the policy’s distance restrictions on smoking are in effect.

A new policy and program have been adopted by ISU in compliance with the "Red Flags Rule" established by the Federal Trade Commission (FTC) to help prevent identity theft. The policy establishes responsibility for compliance, and the program includes procedures to identify, detect, and respond to red flags that may indicate possible identity theft.
