Student Organization Travel Policy
The new Student Organization Travel policy establishes the relationship between student organizations and the university for the purpose of reducing risks and providing protection for all student organization travel, especially travel using large passenger vans and vehicles towing trailers. The "Student Organization Travel Authorization" system to which the policy refers will be introduced in a few weeks. Call 515-294-7711 for more information.

Automated External Defibrillator (AED) Policy
The new Automated External Defibrillator (AED) policy and related procedures set forth standards and responsibilities for the installation, modification, replacement, repair, inspection, maintenance, and non-medical response of AEDs on the ISU campus.

Student Organization Recognition
A revised Student Organization Recognition policy (SORP), effective July 1, 2007, is now available in the Policy Library. Organizations must be recognized by the Student Activities Center to function within the university and to receive special privileges and benefits. The deadline for full compliance with the SORP is October 1, 2007.

Strategic Tuition Reserve Funds
Iowa law allows Regent universities to utilize non-tuition components of the general university funds first. The new Strategic Tuition Reserve Funds policy adopts this approach for Iowa State University.

Automated External Defibrillator (AED) Policy Draft
The university is seeking comment on the Automated External Defibrillator (AED) policy draft. The goal of an AED program is to increase the rate of survival of people who have sudden cardiac arrests. The AED policy and related procedures will set forth the standards and responsibilities for the installation, modification, replacement, repair, inspection, maintenance, and non-medical response of AEDs on the ISU campus. Public Records: Exemption for Security-Related Information
Iowa law allows non-disclosure of security-related information under certain circumstances when disclosure may increase risks to persons and facilities. The new Public Records: Exemption for Security-Related Information policy is intended to increase the safety and security of persons and property on the campus.

IT Security Policy Revised
The IT Security policy has been revised to enhance provisions regarding IT risk assessments. This revision has been made in response to a 2005 report from the Auditor of State recommending that the university conduct periodic risk assessments of critical financial applications.

Interim Delegation of Authority (Non-Employment)
An interim Delegation of Authority (Non-Employment) policy has been adopted to assure that units customarily permitted to sign contracts have delegated authority to continue operations pending adoption of a new delegation policy. This policy does not apply to employment and personnel actions. A permanent policy and supporting guidance are being developed.

The university is seeking comments on proposed changes to the IT Security Policy. Smoking Restrictions
The Smoking Restrictions policy, a revision of the former Smoking policy, after extensive discussion and review, is effective January 12, 2007. Responsibility for compliance with the policy begins on the effective date. Several months will be required to reposition smoking receptacles, as needed, to be consistent with this policy. Smokers are responsible for proper disposal of smoking materials. (Ashtrays that have not yet been moved away from non-smoking areas may still be used for disposal.) In the meantime, the policy’s distance restrictions on smoking are in effect.

Smoking Policy Draft
The University is seeking comment on proposed changes to the smoking policy. The draft smoking policy addresses not only building interiors, but also exterior areas on University property. The draft smoking policy will be posted for comment in the Policy Library for the entire month of November 2006. Please submit comments to smokingpolicy@iastate.edu by November 30, 2006. In addition, public forums will be held in the Memorial Union on November 14, 2006, from 12:00-1:00 p.mm in Cardinal Room and from 7:00-8:00 p.m. in the South Ball Room.

Policy Change: Personal Long Distance Telephone Calls
Making personal, long-distance phone calls from your desk and reimbursing the university when the bill arrives no longer is permitted. The ISU policy change goes into effect immediately. You can view the revised Section 2.5(10) of the University Policy Manual (UPM).
Instead, employees should pay directly for incidental or emergency personal long-distance calls made from a university phone. Options include:
- Use a personal cell phone
- Purchase a prepaid phone card
- Use a calling card provided by your home long-distance provider
- Place collect calls
- Use a pay phone on campus
The old system, in which employees reviewed monthly phone statements and reimbursed the university for personal long-distance charges, was labor-intensive and inefficient, said Warren Madden, vice president for business and finance. It is estimated the university spends more than $460,000 each year copying, distributing and using employee time to review telephone bills, primarily so personal calls can be identified and reimbursed.
The change actually removes the language that allowed the call-now, pay-later practice.
Employees who make personal, long-distance calls on university phones by error or in emergencies should notify a supervisor and reimburse the expense. While departmental officials will continue to monitor telephone usage, most employees will no longer be required to review their bills.
